AMPD (average most probable discharge) means a discharge of the lesser of 50 barrels of oil or 1 percent of the cargo from the vessel during cargo oil transfer operations to or from the vessel. Response plan regulations state that AMPD response personnel should be notified and mobilized (underway) within a time frame sufficient to enable them to reach the transfer site within 1 hour for boom and 2 hours for other oil recovery equipment.
